Simon Wekesa

Statistician · Data Science Practitioner · Public Sector Professional · Systems Thinker

Quiet work on complex problems.

I work where data, public systems, and difficult decisions meet, using statistics, data science, planning, and digital systems to turn scattered information into clearer action.

Positioning

Making sense of complexity

I am drawn to work that requires patience, structure, and imagination. The questions I return to often sit between statistics, public finance, economic planning, monitoring and evaluation, digital systems, and institutional decision-making.

Data matters most when it helps people see a situation more clearly, understand trade-offs, and decide what can be improved next.

My strength is turning scattered information and unclear systems into organized thinking, practical tools, and evidence people can use.

Work Areas

The problems I help clarify

Public Finance & Planning

Medium-term planning, budget analysis, fiscal briefs, programme coordination, scenario planning, and policy support for public decisions.

Statistics & Data Science

Survey analysis, indicators, administrative data, poverty mapping, small area estimation, and practical analytical methods.

Monitoring & Evaluation

Results frameworks, performance tracking, evidence systems, reporting tools, and the routines that help institutions learn.

Digital Public Systems

Data workflows, dashboards, indicator platforms, automation, reporting tools, and decision-support systems that make information easier to use.

Research & Policy

Practical research, policy interpretation, public participation analysis, and translation of technical material into usable guidance.

Systems Thinking

Connecting people, processes, data, and institutions so complex work becomes clearer and easier to act on.

Simon Wekesa

Structure, context, and patient analysis.

I am a statistician, data science practitioner, and public sector professional with a strong interest in economic planning, public finance, monitoring and evaluation, data management, and digital transformation.

My work has involved public finance, planning, monitoring and evaluation, performance systems, evidence management, and decision-support in devolved government contexts.

Useful decisions rarely come from data alone. They come from the careful connection of data, context, people, institutions, and implementation realities.

I enjoy work where information is scattered, systems are unclear, and decisions still need to be made. That is where structure, good questions, and thoughtful analysis can make a difference.

I also explore digital products and data systems through Mstatili Tech and Data Solutions, a small venture and lab where I test tools that make analysis, planning, and personal decision-making more practical.

Notes

Field Notes

A quiet space for short reflections on statistics, public finance, data science, devolution, digital systems, and institutional memory.

Coming soon

Why statistics in government should go beyond reporting

Data becomes powerful when it helps institutions ask better questions, not just produce tables.

Coming soon

The case for county statistics systems

Counties need more than reports. They need living data systems that connect planning, budgeting, monitoring, and learning.

Coming soon

Small area estimation and local planning

Better local estimates can help move planning closer to the places where decisions are actually felt.

Coming soon

Public finance as a decision system

Budgets are not only financial documents. They are institutional choices made visible.

Coming soon

Data systems for better institutional memory

Good systems help institutions remember what was planned, what changed, what was learned, and why decisions were made.

Coming soon

What public participation teaches us about evidence and trust

Public participation is not only a compliance activity. It can reveal how people understand evidence, priorities, and institutional promises.

Ventures

Ventures and experiments

Outside my formal professional and research work, I explore practical digital products through Mstatili Tech and Data Solutions.

Mstatili is a small venture and creative lab for building and testing tools around data, finance, intelligence, automation, and decision support. It sits beneath my personal work, not above it.
